DoT sets 3G and WiMAX auction dates (India)

India’s Department of Telecommunications (DoT) has set the date of 16 January 2009 for the auctioning of 3G licences. The regulator announced the date at the same time as it released the final guidelines for the auction process, and a pre-bid conference will be held on 23 December, with the final date for submissions set as 5 January. The DoT has also clarified the status of spectrum availability, noting that Mumbai and Delhi will only be able to accommodate four and two new 3G licensees respectively. Gujarat and Himachal Pradesh will offer spectrum to three players, while the remaining circles will allow for four licensees.

The DoT has also announced that the auctions for WiMAX spectrum will be held two days after the close of the 3G auction process. The WiMAX auction process is expected to see three players in each circle offered spectrum.

Polish cellcos join hands for mobile TV bid

Poland’s four mobile operators have united to bid for a DVB-licence. According to Wirtualne Media, Polska Telefonia Cyfrowa (PTC), P4 (Play), Polkomtel and PTK Centertel (Orange) will each hold a 25% stake in the new joint venture. The move follows a ruling last week by Poland’s Office of Competition and Consumer Protection (UOKiK) that said it would not be anti-competitive. The Office of Electronic Communications (UKE) is currently holding a tender for a spectrum licence to broadcast DVB-H services; applications are due on 15 January 2009.

E-Plus plots 2009 upgrades (Germany)

E-Plus plans to spend a ‘high three-figure million Euros’ amount in 2009 on upgrading its GSM network, after a similar level of expenditure in 2008, reports Dow Jones. The operator expects to deploy EDGE upgrades covering at least 30% of the population by the end of the first quarter of next year, increasing to 90% by December. EDGE will supplement the company’s existing W-CDMA network which currently covers approximately 65% of the population.

Vodafone Turkey chooses Huawei for 3G

Vodafone Turkey has contracted Chinese vendor Huawei Technologies to provide equipment for its 3G network rollout. ‘We signed a five-year agreement with Huawei, which we believe will offer the best technical solution for 3G,’ Ian Gray, head of Vodafone Turkey, said in a statement which was quoted in a Reuters’ report. Vodafone, plus rivals Turkcell and Avea, won 3G licences in Turkey earlier this month.
